Jonathan M. Chaffin, Senior Director of Programs & Engagement – Psi Upsilon Foundation

Jonathan joined Psi Upsilon in 1997 at Georgia Tech and is a marketing and communications professional with deep roots in story-telling, community-building, communications, branding, and online and social media marketing channels. He comes to the Foundation after 15+ years as an online and e-content designer for The Home Depot and Autotrader.com. He has served Psi U in various capacities including as a staff intern, president and board member of the Psi Upsilon Society of Georgia, designing coats of arms for several chapters, and serving as the Fraternity Heraldry Chairman. Jonathan lives in Atlanta with his wife and daughter.
Jonathan deeply believes that Psi U exists to support its members from the beginning of their life’s journey to the end. He is perpetually excited by new ways members can connect, support each other, and strive to strengthen our bonds. He is enthusiastic about creating new memories and shared identity and helping other brothers do the same.

The Chapter Services Coordinator will work closely with a number of our chapters and help support them with online and in-person support. Such services include leadership programming, assistance with recruitment, and education on chapter operations, policies and regulations.
Mia joined the International Office in the summer of 2025. As an undergraduate, she was part of Psi U’s Delta Omicron chapter at Purdue. Mia graduated from Purdue University in December of 2024 with bachelor’s degrees in philosophy and in film studies. She’s an avid rockhound, reader, and museumgoer.

Tom has been a member of the International Office since his graduation from the University of Illinois in 2000, becoming Executive Director in August 2012. As Psi Upsilon’s Executive Director, Tom manages the services provided to Psi Upsilon’s undergraduate chapters and expansion groups. He plans, organizes and facilitates officer academies, the Leadership Institute and Convention, and administers the risk management and insurance programs. Additionally, he acts as a liaison to campus student affairs personnel and consults with alumni on issues facing the undergraduate chapters.
Originally from North Aurora, Illinois, Tom graduated from the University of Illinois in Champaign-Urbana with a bachelor’s degree in liberal arts and sciences in economics and a minor in cinema studies. He is loyal to the Chicago sports teams he grew up with: the Bears, Cubs, Bulls and Blackhawks and is even happy for the White Sox and the south side when they win. He enjoys hiking, photography, live music and visiting state and national parks when he finds the time.

Justin joins the professional staff after seven years of working in the English and Theater Arts Department at Duquesne University as the Technical Director. He graduated cum laude with a Bachelor of Arts from Duquesne in 2011 and is currently finishing up a Master of Fine Arts in Digital Media. While an udergraduate at Duquesne Justin was a member of Phi Kappa Theta Fraternity. He has also served as the chapter advisor, local alumni association founding secretary, and event photographer for the national fraternity.
Justin lives in Pittsburgh, Pennsylvania, with his partner Tony and their three dogs, Rosco, Harry, and Cyrus. Outside of work, Justin is a board member of the Gemini Children’s Theater, the Pittsburgh New Works Festial, and volunteers his time with countless theater groups across the Pittsburgh region.

Bethann Taylor, Director of Administration – Psi Upsilon Foundation

Bethann studied languages and international law at Hope College. She comes to her role as Director of Administration from a successful career in hospitality management. In 2016, she shifted careers into human resources management and executive administrative support.
As Director of Administration she manages administrative staff, guides operating methods, disburses funds to programs, monitoring budgets, improves information systems, oversees human resources requirements, updates the Board and Executive Council, analyzes financial data, and develops operating procedures and policies for the programs of Psi Upsilon. She also works to streamline operations, ensure that administrative functions run smoothly, eliminate wastage, and improve the Psi Upsilons organization’s financial standing through accurate expenditure monitoring and budget forecasting.
Bethann enjoys engaging with all who reach out to her via phone or email, and says her favorite part of the job is working with the Psi Upsilon Scholarship applicants and recipients. Bethann is especially happy to work closely with the wonderful volunteer Board of Directors, whose amazing leadership and selfless duty to the Psi Upsilon set a standard of excellence. For recreation, she enjoys reading, traveling, and sports.
Victoria “Vicki” Manfrin Donor Relations Associate – Psi Upsilon Foundation

Victoria joined the International Office August 16, 2022 as a donor relations associate to help maintain engagement, data and conduct calls and communications to the Psi Upsilon.
Victoria (Vicki) is originally from Sault Ste. Marie, Michigan but moved to the warmer grounds of Clarksville, Tennessee. She graduated from Lake Superior State University with a Criminal Justice associates degree. During a 20-year career with the dept of corrections for the State of Michigan, Victoria was giving a Meritorious Service Award for going above and beyond in the line of duty.
She enjoys hiking, quilting, camping, gardening and spending time outside with her dogs.

Brooke Loebig, who has joined the International Office June 16, 2025, as a part time donor relations associate to help maintain engagement, data and conduct calls and communications for the Psi Upsilon.
Brooke is from Lansing, Michigan. She enjoys hiking, music, reading and traveling.
Keith Willard, Director of Member Services

Keith was born and raised in Indianapolis, and other than his college years, he is a lifelong resident. He earned degrees in Sport Management from Florida State University (Bachelors) and The Ohio State University (Masters). While at Florida State, Keith became a member of Lambda Chi Alpha fraternity.
He comes to the Psi U office after serving 10 years at the NCAA, where he assisted with or had direct oversight of 40+ national championship events. Keith also spent 1.5 years as a project coordinator at IU Health in HR/Talent Acquisition directing recruiting initiatives and events. Keith brings a strong background in project coordination, collaboration and communication and is excited to work with the Psi U members.
As the Member Services Coordinator, Keith will help collect and manage our reports for chapters, the Tightrope online risk management program and assist chapters with using our Asana Project Management platform.
Keith currently lives just outside of Indianapolis with his wife, three children, rescue dog and a leopard gecko. In his free time, he enjoys spending time with family, serving as a volunteer youth sports coach, traveling, golf and all of the events leading up to, and including, the Indy 500.
